Currently, the majority of Saudi Arabia’s construction activity is concentrated in specific regions. According to Knight Frank’s analysis, the Riyadh province accounts for 38% of the total construction contract awards, valued at approximately $54 billion. Riyadh, the capital city, is not only the political heart of Saudi Arabia but also a focal point for economic and urban development. With a projected population increase to 10 million by 2030, there is a heavy investment in infrastructure projects designed to support the city's growing population. The construction of new highways, public transportation systems, and airports is expected to be a major driver of the city's transformation.

Next in line is the Mecca province, with a total construction contract value of $28.7 billion. Mecca, a city of profound religious significance, is undergoing massive urban development, including the expansion of hotels, transportation systems, and other facilities designed to accommodate the millions of pilgrims who visit the city each year.

The Tabuk province follows closely behind, with a total construction value of $28.5 billion. The region has become a significant area of focus due to its proximity to many of the aforementioned giga projects, including NEOM—a smart city envisioned to be a beacon of technological advancement and sustainability.

Saudi Arabia's Investment in Transportation Infrastructure

Transportation infrastructure is playing an increasingly important role in the Kingdom’s construction boom. While construction contracts account for 61% of the total value, the transportation sector comes in second, representing 33% of total investments. The Kingdom is investing heavily in developing its transportation systems, particularly in Riyadh, to ensure that the growing population has access to modern, efficient means of travel.

According to Mohamed Nabil, regional partner and head of Project & Development Services at Knight Frank, "The transportation sector is receiving significant attention due to the population's expected growth to 10 million by 2030, with many large-scale transportation projects already underway." These projects include new highways, metro systems, and airports, all of which are critical to supporting the growing urban population.

Giga Projects: The Future of Saudi Construction

Western Saudi Arabia is at the heart of the Kingdom’s future construction boom. This region is home to 25 ongoing giga projects, which are in various stages of planning or construction. These massive developments include projects like The Red Sea Project, which aims to transform the coastline into a luxury tourism destination, and Qiddiya, a planned entertainment city set to rival the world's largest theme parks and resorts.

In total, the construction plans for Western Saudi Arabia are valued at approximately $690 billion, which accounts for a little more than half of the Kingdom’s total development plan. These projects are designed to not only reshape the urban landscape but also elevate Saudi Arabia’s global standing as a destination for tourism, culture, and commerce.

Attracting Trillions in Investments

One of the key goals of Vision 2030 is to attract substantial foreign investments. The government has set an ambitious target of bringing in over $3 trillion in investments by 2030, a figure recently confirmed by the Saudi Minister of Investment during the inaugural Sino-Gulf Cooperation for Industries and Investments Forum in China. The construction sector, with its ongoing and planned giga projects, is seen as a key driver of this investment strategy.

According to Mohamed Nabil, “Saudi Arabia is currently witnessing a historical transformation, with construction projects that stand out for their design, scale, and value. This level of development is attracting attention from investors and stakeholders around the world, placing the Kingdom at the forefront of global economic and urban transformation.”

Saudi Arabia Joins the $1 Trillion Club

In another sign of Saudi Arabia’s rise on the global economic stage, the Kingdom recently joined the exclusive “$1 trillion club,” a group of nations with a GDP exceeding $1 trillion. This milestone puts Saudi Arabia in 19th place globally, surpassing Switzerland. The growth of the construction sector has been a key contributor to this economic milestone, as urbanization and development projects continue to play a central role in the Kingdom’s economic expansion.

Construction has officially begun on Phase One of The Avenues - Khobar, a major mixed-use development in Saudi Arabia’s Eastern Province, with a budget of SAR7.3 billion ($1.95 billion). The project is moving quickly, following the recent awarding of a construction contract to a joint venture between Saudi-based AlKifah Contracting Company and Kuwait’s Al Ahmadiah Contracting. This contract was granted by Shomoul Holding Company, a subsidiary of the Kuwait-based developer Mabanee. The joint venture is working with the architecture and engineering firm Pace to bring this ambitious project to life, promising to transform the landscape of Al Khobar.

Back in December 2023, Shomoul Holding secured financing for Phase One, through an agreement with a consortium of banks led by the Arab National Bank and including Saudi Awwal Bank (SAB), Riyad Bank, and the National Bank of Kuwait, alongside the Saudi Tourism Development Fund.

The Avenues - Khobar project, the latest in The Avenues series, is already moving faster than anticipated, with 5.25% of the work completed, surpassing the scheduled 4.92%. So far, around 50% of the blinding works are done, with 6,083 cu m completed out of a planned 12,220 cu m. Additionally, 37% of the raft works are finished, with 54,189 cu m completed out of the targeted 144,857 cu m. The project is on track for a public opening in early 2027.

Positioned at the intersection of King Saud Road and Prince Sultan Road, The Avenues - Khobar will boast a gross leasable area (GLA) of 167,000 sq m. The development spans 198,000 sq m, and will feature a shopping center, dining options, entertainment venues, and office spaces. Additionally, two multi-use towers will be included, one housing a Four Seasons hotel and the other a Canopy by Hilton, alongside office spaces.

Pace CEO, Tarek Shuaib, highlighted the significance of this project, saying, “The Avenues brand has always set the standard for retail and leisure experiences, and The Avenues - Khobar will continue that tradition. It aims to be a major attraction, not only for the local population but also for visitors from across the kingdom and beyond, offering a unique mix of retail, entertainment, and architectural excellence.”

The Avenues - Khobar blends modern architectural elements with inspiration drawn from the natural beauty and heritage of the Eastern Province. It is designed to offer more than just a shopping experience, with over 10 cinema halls, numerous cafes and restaurants, public gardens, and entertainment options for visitors of all ages. The project will also include over 6,000 parking spaces to ensure easy access for guests.

Divided into eight distinct districts—The Plaza, Grand Avenue, Town Square, The Souk, Electra, The Mall, Urban Walk, and The Gardens—each area will have its own character. The Grand Avenue, The Plaza, and The Mall will offer luxury shopping experiences, drawing inspiration from iconic global shopping destinations. Meanwhile, The Souk will reflect the heritage of traditional Saudi markets, with local restaurants and authentic market vibes that create a cultural experience within the complex.

Town Square will serve as a creative space, flooded with natural light, designed to foster community interaction. Electra, inspired by Tokyo's vibrant energy, will focus on cutting-edge technology and innovation. Urban Walk will provide a serene setting with gardens, walkways, and both indoor and outdoor seating areas for visitors to relax and unwind.

In line with global sustainability practices, The Avenues - Khobar will incorporate environmentally friendly designs and energy-efficient solutions, reflecting the kingdom’s forward-thinking approach under Saudi Vision 2030. The majority of these solar PV projects are concentrated in Victoria, which leads the way with 14 active projects in various stages of development. This push is part of a broader national effort to transition to cleaner energy and reduce reliance on fossil fuels.

According to the Clean Energy Council’s (CEC) most recent Renewable Projects Quarterly Report, which covers the second quarter of 2024, an estimated AUS$7.6 billion (approximately US$5.1 billion) has been allocated to the development of these solar PV projects. This substantial investment reflects the growing importance of renewable energy in Australia's energy strategy. The financial commitment from both government bodies and private investors is seen as a key driver of progress, aiming to meet energy demand while reducing the environmental impact.

Victoria, as the leading state, has been spearheading the development of these solar PV projects, achieving notable milestones in the race to clean energy. However, New South Wales is not far behind, with 12 solar PV projects distributed across the state. While Victoria has a slight edge in terms of the number of projects, New South Wales actually boasts a much larger overall capacity, totaling 2,241MW, nearly double Victoria's capacity of 1,137MW. This difference highlights how even fewer projects can deliver greater energy output, depending on their scale and efficiency.

Further down the list, Queensland and South Australia are also making significant strides, each contributing eight solar PV projects to the national energy grid. Queensland, despite having fewer projects than Victoria, has an impressive total generation capacity of 1,248MW, underscoring the scale and impact of its developments. On the other hand, the Northern Territory and Western Australia are contributing with three projects each. Unfortunately, the Australian Capital Territory falls at the bottom of the rankings, with no solar PV projects currently under financial commitment or construction. Despite this, the national outlook for solar energy remains strong, driven by efforts in the more active states.

The report from the CEC also highlights significant progress in terms of financial commitments for solar PV in 2024. So far this year, 161MW of solar PV projects have reached financial closure, ensuring their continued development. However, solar power is not the only renewable energy source gaining momentum. Onshore wind projects, which had a quiet 2023 with no financial commitments, have made a strong comeback in 2024. A total of 577MW of onshore wind projects have now reached financial commitment, marking a key milestone in Australia's renewable energy journey. This resurgence in wind power, combined with the ongoing development of solar PV, indicates a balanced and diverse approach to expanding clean energy capacity.

These efforts in solar and wind energy have already outpaced the achievements of 2023, with the combined figures for both renewable sources surpassing last year’s totals. This growth is reflective of Australia's broader renewable energy ambitions, as the country aims to meet its targets for reducing carbon emissions while securing a sustainable energy future.

The development of these massive solar PV and wind projects across Australia relies heavily on the use of advanced heavy machinery. Excavators, bulldozers, and cranes are crucial for clearing and preparing land for large-scale solar farms. In total, the CEC’s report identifies 84 renewable electricity generation projects that are either in the financial commitment stage or already under construction. Together, these projects account for a total energy capacity of 12.8GW. This marks a significant leap in Australia’s renewable energy development, showcasing a strong commitment to transitioning away from traditional energy sources and toward more sustainable options. The projects span various renewable energy sectors, indicating that Australia is building a robust and diversified renewable energy portfolio.

In addition to advancements in solar PV and wind energy, Australia is also making notable progress in energy storage, which is crucial for managing the intermittent nature of renewable energy sources. During the second quarter of 2024, six large-scale energy storage projects, with a combined capacity of 573MW/2,047MWh, reached financial commitment. These projects are essential for ensuring that the energy generated by solar and wind power can be stored and used efficiently, even during periods when the sun isn't shining or the wind isn’t blowing. This financial commitment means that over 2GWh of energy storage capacity has been secured in four out of the last five quarters, a positive trend that enhances Australia’s ability to store and manage renewable energy on a large scale.

The development of energy storage solutions is vital to the success of Australia’s renewable energy transition, as it ensures that clean energy can be reliably integrated into the grid. The ability to store excess energy during peak production times and deploy it during periods of high demand or low generation is key to reducing the country’s reliance on fossil fuels and stabilizing the energy supply.
